  3. Principal applicants under the humanitarian and compassionate consideration and public policy classes are also exempt under specific circumstances.
  1. Clarification on Permit Holder Class Applicants: Permit holder class permanent residence applicants cannot include accompanying family members in their PR applications. Instead, each eligible individual must submit their own application as a principal applicant.
